are halo lights replacement or addition to headlights?

I've been looking at auto mod sites and have seen some pretty cool halo kits. I'm a little bit confused though. Are the halos in addition to, or a replacement for, regular headlights?Some halos I've seen are so bright they could easily be the headlights. Others look more like daytime running lights. So which is it?
